The partner assistance is a China-specific mechanism of regional cooperation and development.Education as an important component of it,plays a positive and effective role in improving people's livelihood of ethnic region,enhancing scientific and cultural qualities of the all groups people and cultivating high-level talents in the process of the partner assistance in border minority nationality region.After continuous practice and exploration in recent years,the educational partner assistance with the aid to Tibet,Xinjiang and Qinghai Province remaining predominant has formed more fixed pattern.However,with the development of economy and the progress of society,the disadaptability of assistance pattern is arousing public concern increasingly under the new situation.To improve its effectiveness,it is urgent to reform and innovate the current pattern,combining with the situation development.The study of educational partner assistance pattern not only has distinct instruction value to the work practice,but also has become the important content of current education administrative management research because of its long-term and normalization new trend gradually appeared.With the partner assistance between Shandong Province and Tibetan Autonomous Prefecture of Haibei for example,this paper focuses on the study of educational partner assistance pattern innovation on the basis of analyzing the evolution process,run framework and fundamental feature.Combining the relevant achievements of theory and educational partner assistance practice,the practical value is highlighted in the study.In the paper,the current relatively stable educational partner assistance pattern is expressed as Basic Pattern,and the pattern trying to build more scientific and efficient is expressed as Cooperative Pattern.Through the dialectical analysis,the paper holds that the Basic Pattern has distinct characteristics and has promoted the development of educationundertakings in a certain period of time.Its remarkable achievements should be recognized.However,the one-dimensional and rigidity of the Basic Pattern greatly restrict the its utility.The high cost and low profit of the pattern reflect its weakness.The current Basic Pattern is required to adjust and innovate by the economic and social development situation,characteristics of educational development and partner assistance trend.The problems of the pattern and the development and change of the external environment constitute the realistic foundation of the educational partner assistance pattern innovation in the paper.Meanwhile the paper introduces collaborative governance theory as the theoretical basis and explores to build a more scientific and efficient pattern,the Cooperative Pattern.The Cooperative Pattern is the adjustment,enrichment and improvement of the Basic Pattern,which aims to establish extensive collaboration,implement multiple participation,promote the mutual reciprocity and mutual benefit and build a long-term mechanism,etc.With the guidance of the collaborative governance theory,a more efficient operation pattern framework is built up in the paper and its components are expounded in detail.This paper puts forward the realization path of Cooperative Pattern,mainly including: to improve the way of organization,changing from the political mobilization to institutional incentives;to adjust the form of the project implementation,changing from both qualitative to negotiate docking mechanism;to enrich contents of assistance,changing from one-way transmission to two-way mutual benefit;to build up the leading institution,changing from government to multiple participation.The Cooperative Pattern has been successfully applied in part in the process of the partner assistance between Shandong and Haibei.With the necessary reflection and prospect of the Cooperative Pattern,the paper suggests that there is still much room for adjustment and improvement of the pattern.Furthermore,the research and exploration of the scientific and efficient educational partner assistance pattern is where we are striving for,which will be a gradual and long-term process.
