This paper draw the primary and secondary schools in Guan Yuan city as examples,using interviews and literature research methods,made a comprehensive overview of the restriction and the factors affecting the development of physical education in primary and secondary school,the conclusions are as follows:1.There are imbalance and big gap on the development of each school,the key primary and secondary school physical education quality is significantly better than the non-key primary and secondary schools.2.Although the quality of teachers in primary and secondary schools in Guan Yuan city are strong,they have strong professionalism,but lacking of the necessary scientific research ability.Similar to the general course teaching,physical education teachers need exploration and innovation,by finding and solving problems in the process of teaching,to adjust the teaching method to the local conditions.3.Currently,in terms of primary and secondary school physical education curriculum in Guan Yuan city,teachers are lacking concepts of the content in teaching.Furthermore,the teaching evaluation process becoming a mere formality,which contains administration affection.Moreover,it is difficult to get the accuracy feedback of teaching,in order to promote the teaching quality;most of the teachers are rely on their experiences.4.The extracurricular activities in primary and secondary school in Guan Yuan city is more optimistic,judging from the results of the investigation,most of the schools are good,some schools even developed new forms,students have enthusiasm in extra-curricular sports activities,even more devotion than the traditional sports and health classes.5.The teaching facilities in Guan Yuan key primary and secondary school are complete,conforming to the requirements of the reformed standard.While,most of the schools' sports location facility configuration cannot meet the requirements of the new curriculum,especially,the different type of schools' physical education teachers lacking the consciousness,knowledge,and ability to level up the current level.6.The physical education and health training course among primary and secondary school in Guan Yuan city is not very satisfactory.Although most of the physical education teachers have taken part in some of the training courses,but the training course is not long enough with a single training form,so it does not have a brilliant guidance function.7.Through the r-mode factor analysis,it is concluded that the current restriction in Guan Yuan city junior high school physical education and health curriculum implementation are the major factors,illustrate as teachers' attitude,their own quality,curriculum resources,curriculum training,leadership attention,campus culture and social environment.Finally,this paper put forward some recommendations to the factors influencing physical education and health curriculum implementation,also,this paper provides some theory reference for the full implementation of the junior high school physical education and health curriculum standard in Guan Yuan city.
