Educational investment is the sum of the manpower, material and financial resources consumed by education activities. As the form of its currency, education fund is the material basis and the fundamental guarantee of education development. With the continuous increase of public education expenditure in China, the fairness of the allocation of educational funds and the efficiency of the use of funds are increasingly concerned by the government and the community.Due to the basic role of basic education in the cultivation of talents, the fair and balanced development of basic education has been highly concerned by the Chinese government. The government promotes fairness as the basic national education policy, and puts forward the goal of achieving balanced development of compulsory education within the region within ten years in The national long-term education reform and development plan(2010-2020).Xinjiang lies in the northwest of our country. Because of the historical and natural environment,ethnic minorities in China are concentrated in the northwest region where the economic and social development is relatively slow and backward. Compared with the educational development in the middle and eastern areas, education in the northwest region is in a backward position both in scale and quality. Since the reform and opening up, the Chinese government has formulated a series of related policies to promote the development of education in the Western Minority Areas and the local education funding sources have been the basic protection. Besides increasing the level of resource investment, optimizing the local education financial system and improving the efficiency of the use of funds are the urgent problems to be solved in order to further promote the realization of inter regional education balanced goal. The research on educational expenditure of Xinjiang tends to compare it with the middle and eastern regions. However, in terms of the development of education and the investment situation in Xinjiang province, there is an obvious imbalance among the southern and northern areas.Therefore, this paper will use the method of qualitative analysis and quantitative analysis to compare the development of basic education in the southern and northern areas of Xinjiang from four aspects: population education, school running conditions, enrollment and teaching staff construction. Then, with the financial education expenditure budget and the average cost of these two sets of data, this paper will try to reflect the changes of the growth investment funds for basic education. Besides that, the author used the local education investment evaluation index system that has been established by the scholars in our country as a tool to makes an empirical study on the investment of basic education from the following aspects: the degree of effort, the degree of progress, the allocation efficiency of educational resources and the efficiency of investment in education. Through the research, there are still some problems in K, such as the low proportion of infrastructure investment, the single channel to raise funds and the imbalance of regional education funding. In the light of the existing problems, this paper puts forward the corresponding solutions, which can provide reference for the research and investment system optimization of the educational funds of other minority counties in the future.
