The balanced development of elementary education is one of the main issue to construct a harmonious society, which cames out of the increasing elementary educational gap between regions, urban and rural, schools and classes. And this gap becomes the most disharmonious phenomenon in the process of constructing the harmonious society. The unbalance of the elementary education mainly represents in the elementary education resource allocation. Yet the policy of the elementary education is the decisive factor to affect the configuration of the elementary education resource allocation.The government, especailly the government hierarchy, plays an important role in consitituting and implementing the elementary education policy. So in the process of allocating and regulating, the central government and province government should take responsibility for reducing the elementary educational gap between regions, urban and rural, schools and classes, and then achieve the goal of balancing the elementary education. In order to achieve the goal, the government should make an overall paln and change the direction to the elementary education resource allocation. They should insist on the requirement of balanced development, the aim of education equity and the system of educational compensation so as to improve the gross of the elementary education resources, to meet the demand of the deprived region and school, to offer the opportunity for deprived individuals to accept the education and finally to achieve the goal of the reasonable elementary education resource allocation.The study organizes a series of the elementary education resource allocation policy from the reform and opening up, explores the relationship between these policies and the recent unbalanced situation in the elementary education resource allocation, points out the main reason of the unbalanced situation that is the partial policies and formulating the effect on the elementary education resource allocation that comes form the government and their policies. Based on this, this disertation makes a further discuss on the harm of the unbalanced elementary education resource allocation. The increased social polarization and juvenile crime and the hampered social mobility and urbanization affect the construction of our harmonious society. Yet in the meantime, the elementary education takes responsibility for clutivating the capability and quality of individuals, inheriting the national culture, criticising the moral norms, maintaining social stability and promoting social justice. So the government should play a good "oarsman" to fulfill their dutied for the elementary education when the community pay much attention on it. Based the recent situation of unbalanced elementary education resource allocation, they should realize that the elementary education plays an important role in the development of individuals and society, consider the educational problem faced by the vulnerable groups which makes the potential harm to society, essure the balanced elementary education resource allocation from the policy and in the goal of the education equity, provide the vulnerable groups with the impartial opportunities of obtaining the elementary education resource and finally achieve the goal of the reasonable,equity and balanced allocation between regions, urban and rural, schools and classes, which will change the recent situation fundamentally and realize the development of harmonious society truly.
