Currently,the early development of children draws wide attention in the world.Family is the core environment for the early life of children,and parenting environments and parenting needs become prominent in the background of rapid development of economy-society.UNICEF(United Nations International Children's Emergency Fund)has continued to focus on and assisting early child development and parenting support since the early 1960 s.Hence,this study takes the family and parenting support policy of UNICEF as the research perspective and takes 48 children's policy texts related to the topic as the research object.Based on the text analysis and content analysis of the policy,This study discuss the policy orientation and developmental characteristics of UNICEF's early education policy and analyze the content of the UNICEF's early family support policy from the view of family capital theory.Firstly,in order to further investigate and reveal the orientation and development characteristics of UNICEF's family and parenting support policy,based on the formers' research results on family policy orientation,the thesis applies content analysis method,chooses 15 UNICEF's annual reports from year 2000 to 2015 as analysis objects,interprets the contents related to early children and family.and thus comes to a conclusion: the UNICEF's current family and parenting support policy contains 3 orientations,which are obligation,right and combination,and right-oriented “supporting family”is becoming the main characteristics more and more obviously.Thirdly,in order to further investigate the UNICEF's family and parenting support policy,the thesis selects family capital theory to discuss the policy characteristics,which is that to achieve good children early development by improving family economic capital,social capital and cultural capital and in turn optimizing family resource allocation and constructing supportive family environment.The present study found that UNICEF mainly improved family economic capital by increasing the income of poor families and improving the living conditions of the family and the physical condition of mothers and children;This organization improve the family's social capital by means of strengthening family relations,supporting and promoting family participation,raising mother's educational level;Through the donation of educational materials and supporting the parent-child participation in cultural activities,UNICEF attempt to improve the family cultural capital.Finally,the thesis summarizes the findings and discusses the successful experiences,Mainly including medical and educational integration,parental empowerment and attention to different family life cycle stage of parenting needs.
