The principals are the soul of schools,who are defined as the leaders,the decision makers and the managers.To evaluate a school,we must evaluate its principal first.The professional growth of primary and secondary school principals plays an important role in national basic education,and the principals' training is a vital and irreplaceable powerful guarantee for the growth and development for principals.Nowadays,all countries in the world attach great importance to improve the principals' quality and professional ability through training.The principals' training in our country is based on the internal and external educational environment and is set the principals' individual developing needs as precondition.The goals of training are to implement the Party's educational policy;to solve the problems effectively in school management;to transform the overall view of educational reform into the principals' educational thoughts and management abilities,above all of these are in order to promote the growth and development for principals.Strengthen the principals' training and build a high-qualified group which are not only an important strategic measure to realize and speed the development of basic education,but a global and basic work for realizing the educational goals and reforming the basic education as well.This paper is based on the full analysis about training theory,applying to the researches about the development of training process,training management system,training courses,training funding,training teachers,training evaluation system etc.Combining with the present training situation about primary and secondary school principals,in Aihui District of Heihe City,Heilongjiang Province,as well as the result of investigation,this paper goes to the empirical research and attempts to analyze the existing problems and causes in the training process of primary and secondary school principals in China,putting forward the improvement suggestions about the target of training position,training institutions,training courses,training content,training teachers,training funds guarantee and training evaluation and so on,in order to promote the development of principals' training in our country and finally realize the growth of principals and the improving quality of the school.This paper is divided into three parts.The first part,analysis of primary and secondary school principals'training in Aihui District of Heihe City,Heilongjiang Province,Mainly includes the general requirements and requirements of the educational administrative department for the principals' training,such as the texts of the national training policies,training management system,training operation system etc in Aihui District of Heihe City.The second part,the investigation and analysis about the results of primary and secondary school principals' training in Aihui District of Heihe city.Taking the investigation for example,this part analyses the problems that encountered in the principals' training and also focus on the expectations and needs for the training,Combining with the training present situation in order to explore problems and causes of training.The third part,based on analysis about the current problems and causes of in primary and secondary school principals' training,this part puts forward corresponding countermeasures and suggestions about training concept,financial security,system improvement,teaching staff,teaching courses and evaluation and etc,expecting to promote the improvement and development for primary and secondary school principals' training in China.
