Since 2005,Shanghai Pudong New Area entrusted Donggou Middle School to the Successful Education Management Consulting Center for management,the School Commissioned Management Project in Shanghai has more than 10 years of history.For more than a decade,the project has led to group after group of quality education resources from central urban area to the remote suburbs,to promote the management,quality of teaching and other aspects of improvement,making Shanghai a big step forward on the road in realizing the balanced education.The results of these achievements can't be separated from the efforts of education administrative departments at all levels,various support schools,educational intermediaries,the Education Bureau of the recipient area is the backbone in promoting the school management project.The study of its practice of duty in School Commissioned Management Project is of great importance to the improvement of the project.This study selected the F District Education Bureau as the research object.Since the School Commissioned Management Project conducted in 2007,the F area seized this opportunity actively.A total of 41 schools were entrusted with management in the F District,accounting for nearly one-fifth of the total number of recipient schools in Shanghai,and the number of schools in each round increased.At the same time,F District created the commission management within the F district in a timely manner,inspection school commissioned the effectiveness of management projects also expanded the scope of the radiation of quality education resources.After several rounds of school commissioned management,it helped to improve the quality of many weak schools.F Education Bureau also use this project to set a relatively high starting point for many new schools,setting a good foundation for improving the quality of education in the F district.School Commissioned Management Project achieved such excellent results in the F district,it cannot separated with the support team's selfless dedication,but also inseparable from the F District Education Bureau's own active layout and strong support.To study the responsibilities and practices of the Education Bureau in the school commissioned management,it can not only analyze the problems that the Education Bureau of the F District faces in the process of action,provide guidance for other affected areas,it also provides advice on policy improvements for The Board of Education in school entrusted management projects.Researchers firstly built a overall understanding on this project through studying the relevant documents of the F District school commissioned management.Then designed an interview outline on this basis.Afterwards through personalized interviews of leadership and staff in F District Education Bureau who involved in the school commissioned management,supplemented by the relevant materials and summary of the report finishing the F District Education Bureau in the school commission management also with interviews on the support team leader and the recipient school principals,to support the actions of the F district in the management of the school and to tap out the appropriate an inappropriate actions.
