During the period of 13th Five Year Plan,our conutry has sustained the direction and theme of curriculum reform.How to carry out the national curriculum,how to im-plement the local curriculum and how to develop school-based curriculum still need to be studied deeply.In September 2016,overall framework of" development core literacy of Chinese students" formally came out.Under the basis of framework,curriculum con-struction and management issues of subject quality in basic education have received concern and attention from many scholars at home,education administrative depart-ments at all levels as well as school leaders and teachers at all levels.Taking takes school-based curriculum,an important part of the three-tiered curriculum,as the re-search object,this research trys to explore the present management status of school-based curriculum in junior high school under overall framework of" development core literacy of Chinese students"," and provides factual basis and countermeasures for fu-ture construction and management of school-based curriculum in junior high school.By using research methods such as literature method,questionnaire survey and in-terview method,this paper invistigates and studies management of school-based curri-culum in junior high school that targeted to" development core literacy of Chinese stu-dents".Through the investigation about the present situation of school-based curriculum in S junior high school in Dalian,the study finds:there still exist a lot of space in man-agement of school-based curriculum in S,no matter in the concept of teacher cognition,in the process of management implementation or in the construction and resource de-velopment of school-based curriculum.It embodies in following aspects:construction of subjects system for school-based courses is unbalanced;development quality of cur-riculum resources is not high;system of school-based curriculum is imperfect,the target is not specific,the management is loose;evaluation management of school-based courses is invalid.This paper argues that the following reasons cause the problems:firstly,management details of school curriculum are not in the place;teachers and the curriculum management,especially the feedback to teachers' training and practice is not timely,failing to form a good promotion;secondly,concept of "development core literacy of Chinese students" is still relatively new and has not been received and recog-nized by teachers;thirdly,teachers' professional skills in school-based course of S need to be improved.Finally,this paper puts forwars corresponding countermeasures and suggestions from the school management and reginal management of school-based cur-riculum.
