Currently, the education information work has made some achievements in cooperation with departments. They are effective in building infrastructure, the initial construction of educational resources and teacher training in information technology capacity. However, with the deepening of education information construction, quality educational resources disorderly construction, quality education resources can not be effectively shared becomes a new problem. Educational resource has become the focus of the development of education information. How to build the resources, manage resources orderly, share the resources effectively and ensure quality educational resources healthily, rationally and in-depth development has become an urgent research topic. The present study focuses on the theme of the high-quality educational resources building and sharing of Xi'an, in order to find out the current problems that exist in resources building, identify the factors that influence the progress of the project, and to solve these problems, we present a valid path of Xi'an high-quality educational resources sharing, in order to be able to guide the high-quality educational resources building and sharing within the range of Xi'an. We hope this project can eliminate the urban-rural differences gradually, play to the social function of education really.In this study, combining with Xi'an 2014 Comprehensive Educational Technology Equipment statistical information data, we have analyzed the resource construction funding, campus network construction, hardware resource allocation, resource capacity size and other factors. with questionnaires and interviews of school administrators and teachers, we understand the status of educational resources sharing, ways to get resources, usage and satisfaction of resource building, the demand of digital educational resources, and the factor of teachers participating in high-quality educational resources building and sharing. Through the analysis of data and content, we summed up the Xi'an Education Resource building and Sharing the current problems and find out the cause of this problem.The author describes six aspects that are the policy guidance, method arguments, the path, technical support, training and the mechanisms. On the basis of the existing resources situation and management system of the university district in Xi'an, the author proposes to differentiate the configuration, implement the learning mayor responsibility system, assistant within the scope of a school district, train on-demand and so on, Led in order to build an long-term mechanism of the resources building and sharing that is led by the government, and have multi-stakeholder involvement.This study provides detailed data and interviews for Xi'an Education Resource building and Sharing, proposes effective paths and has a strong practical significance for the work of Xi'an Education Resource building and Sharing.
