With the development of information technology and the social informatization level of ascension, "Internet+ education" has become the innovative mode of the new education ecology. Digital education resource is booming at an unprecedented speed, its advantage is to change the traditional one-way presentation and teaching resources through digital processing, embodied in the form of multimedia, realize remote transmission through the network, make the learners to fully realize anytime, anywhere learning new feelings. At the same time, the development of the mobile terminal has bigger development trend, the mobile client downloads gradually increase and the use scope expanded rapidly, mobile phones will develop gradually become the main Internet users access to the Internet terminals, all of these factors for the development of mobile learning to lay a good foundation. With the continuous growth of the college students handheld mobile device number, based on mobile terminals such as mobile phones, the device/pad of mobile learning has received more and more students favor. Therefore, all of this for the development of private colleges mobile learning provides the background and subjective and objective conditions. Mobile learning is the extension of digital learning, is the innovation of traditional learning way, is also the future development trend of the new learning under the lifelong learning.This thesis mainly USES the literature analysis, questionnaire investigation and interview method. First introduces the background of mobile learning and research the necessity, this paper expounds the relevant concepts and characteristics of the mobile learning. Second of three kinds of learning theory to do the further analysis, introduces and compares the application of mobile learning in colleges and universities at home and abroad, for private colleges in shaanxi province to provide reference significance for the development of mobile learning. Third, through questionnaires and visiting in xi 'an PeiHua college form to understand the realities of the private colleges students mobile learning, combining with the characteristics of private college students and analysis of the data sorting, run by the local college students in the five major problems existing in mobile learning, including a lack of understanding of private colleges students for mobile learning mobile learning poor anti-interference and lack of self-control, mobile learning resources are limited, personalization, mobile learning rates high, slow speed and comprehensive mobile learning platform construction. Private colleges not only enrich the present mobile learning theory system, can more effectively promote the further development of private higher education. Finally, the author from the government, schools, learners three dimensions six aspects put forward the corresponding countermeasures, including government departments to enhance the support for private education, increase the propaganda and the research of mobile learning, and strengthen the anti-interference ability and improve students self-control, strengthen the design and development situation of mobile learning resources, to reduce the mobile learning rates and strengthen comprehensive development and construction of mobile learning platform, so as to promote the development of mobile learning great non-governmental university.
