After the reform of higher education, the scale of colleges and universities is expanding rapidly.As a kind of higher education,higher vocational education plays an important role in improving the quality of the population, increasing the employment rate, promoting the economic transformation and promoting the healthy development of the national economy,also more and more attention by the state.After the personnel reform in Colleges and universities, the enrollment scale of higher vocational colleges is also expanding rapidly, the rapid growth of the emerging professional, the existing teachers are difficult to meet the growing demand for higher education,The proportion of teachers is not enough and the quality of teachers needs to be improved. Such cases, a large number of enterprises, colleges and universities and other units to recruit professional and technical personnel is conducive to ease the shortage of teachers in vocational colleges, save the cost of running a school, training students practical ability and active academic atmosphere. According to <2015 China higher vocational education quality annual report> statistics,, at present, China's higher vocational college teachers and students than only 1:15.6, did not meet the outstanding standards, some students better vocational colleges and even failed to reach the 1:18 standard.In addition, there are many problems in the management of the external teachers in higher vocational colleges, which have a serious impact on the teaching effect of the school.In this paper, D Career Technical College as the research object,through the investigation of the three party of the students, the external teachers, the management staff, the structure of the external teachers, the employment situation, the salary, the teaching management, the training and the development situation and so on,, it is considered that the external teachers themselves have the problems of uneven teaching ability and poor organizational discipline. In the management of higher vocational colleges, there are problems in the management, such as hiring difficulties, personnel mobility, and loose management.At the same time, the author from the state, colleges and universities, enterprises three aspects carries on the reason analysis, that existing national laws and policies is not perfect, lacking in scientific management consciousness and management conditions, colleges and universities to expand too fast, lack of humane care and the lack of corporate power and so on. Correspondingly, the last part think we should perfect the laws and regulations and relevant policies of the state, establish perfect external teacher appointment, assessment, training, supervision and incentive mechanism, to further promote the school enterprise cooperation, to stabilize the contingent of teachers, improving the quality of teachers, and enhance the quality of teaching, cultivate more talents.
