The competition of the comprehensive national strength of different countries in the world is ultimately the competition of the talent. In the background that talents are becoming the most important, sustainable and reliable strategic resources for the social and economic development, Central Committee of CPC and the State Council convened national talent work meetings in 2003 and 2010 separately with the purpose of deploying a exhaustive strategy of talent development. Organization department is the actual planning and executing department of talent strategy. To ensure the implementation of the talent strategy by the organization department is the organizational guarantee, and also an essential and inevitable requirement for the construction of the strength and priority and the improvement of the governance capability of the Chinese Communist Party. As the key point of serving the development of society and economy, the work of talents is facing a lot of opportunities and challenges. As for the organizational department, only by insisting the principle of CPC leading and governing the talents, and by promoting the innovation and development of talents work continuously, at the same time, by exploring the suitable system of talents work during the talents work practice, it could supply strong intellectual and talents security.After entering the era of post financial crisis, a new round of industrial and technological revolution is on the rise. In order to explore and seize a long-term regional development advantage, the US, Japan and some developed countries in Europe have developed their own new talents strategies. The issue of'flow of talents' has been a hot topic in the World Economic Forum in 2010 and 2011 continuously, and it is obvious that the competition of talents is getting more and more intense. From a domestic perspective, the group of Leadership of CPC has had a deep think of the tales issue and problem and has put forward a lot of creative ideas about it. CPC Committees and governments of different levels are continuously strengthening the leadership of the work of talents, but with the new task and the new requirements of talents work, the current organization department working level needs to be improved, and there are still many issues that must be addressed further.This paper aims to solve the common problems that different organizational departments faced in dealing with the work of talents, such as the understanding of the talents work, the construction of talents, the management of talents. Through literature study, typical case research, comprehensive analysis etc., combined with existed research results, this paper proposes relative suggestions on talents work for the organizational departments of CPC Committee, therefore to give better service to social and economical development. A from the prospective of improving understanding, enhancing mechanism and structure and accelerating the construction of talent carrier.
