The basic level of education is seen as the cornerstone of the development of education,and plays an important role.In China,the basic education plays a fundamental role in improving the overall quality of the national level.Various types of primary and secondary schools bear the main responsibility for basic education,so teachers have a direct impact on basic education,even so affect the continuing education.Therefore,to build teachers team being strong political literacy level of business skills,it has become the trend of the times and is the key to ensure the rational and stable development of the teachers' team.Based on the perspective of the professional development in primary and secondary schools and the concept of teacher training,this paper applied psychology,pedagogy and management theory and summarized the related theoretical foundation and the research literature with primary and secondary teachers as the research object.This paper analyzed the teacher training and education condition in Dalian Ganjingzi district.Although Ganjingzi area gets some outcomes in some aspects,such as training program planning and construction,training model innovation,hierarchical classification backbone teacher training,education and technical ability training,weak discipline teacher training,etc,but through the questionnaire analysis,we found that the training management of young teachers in primary and middle schools in Dalian District of Ganjingzi still exists some obvious deficiencies,such as training managers lack awareness of modern management,the role of teacher training have not been fully realized,training content lacks targeted and professional direction,teacher training does not match the actual demand,training modes are so single,management mechanisms are inadequate,teacher training lacks the effect evaluation and feedback management,etc,and put forward the importment reasons for the this problems from some aspects,such as training management concept,training management system and mechanism,training management process,training management guarantee system,and so on.At last,based on the the problem-oriented,we redesign Gan-district young teacher trainingmanagement strategies.we proposes some countermeasures about the effective protection on teacher training management strategies including changing young teachers' training management concept,improving young teachers training management mechanism,optimizing the young teachers training management process,establishing the young teachers' training management system,strengthening the safeguard measures of training management,etc.
