In today's world,talented human resource has become one significant strategic resource for the development of economics and society and among the competition of countries,regions and enterprises.Implementing the talent introduction policy around our country is adhering to the Scientific Outlook on Development of people oriented,is carrying out the strategic target of making the country powerful through talented people.Under this policy,the region competitiveness will be further improved,and people's creativities will be inspired.Also,this policy will be the important measure of thoroughly applying the Scientific Outlook on Development and achieving the comprehensive construction well-off society goal.This article is based on the research subject of implement policy of talented people of Yingkou development zone,applying the human resource management theories,motivation theories to research and discuss.First,we raised the background and research objectives and significance of this paper,and the main research ideas and methods.In the second,through data and literatures,we sorted the concepts about talented people and talent flow,and generally summarized the human resources,human capital and motivation theories.Thirdly,by the analysis based on the talented people implement and management,we concluded that the problems of Yingkou development zone as talent structure distribution was uneven,talented people amount was not enough and they were short of quality,and also,the implement policy was imperfect.Reasons were found through the theoretical research: the government personnel management mechanism is not sound,and the low level of talented people implement service,the lack of informational talent exchange platform and etc.In the conclusion,we have some suggestions and countermeasures about improving the talented implement mechanism of Yingkou development zone: first,strengthening the function of the government macroeconomic regulation and control,we need to set up correct direction of choose and employ persons and improve the coordination of macroeconomic control stability;secondly,planning and talent introduction and training policies reasonably,we should Increase the talent introduction channel,improve the talented implement mechanism,develop a diversified talent team;thirdly,through raising their remuneration,creating success opportunities and satisfying the spiritual needs,the talented motivation mechanism will be enhanced;finally,perfecting the talent introduction service and security system which means we need to provide high quality living environment and create stable talented people transfer mechanism.
