In2001, the ministry of education issued "reform program for the basic education course (try out)"(hereinafter referred to as the "outline"). The "outline" explicitly pointed out that t we set up evaluation system to promote the comprehensive development of students. Evaluation system not only pays attention to students'academic performance, but also pays attention to discover and develop students'various potential. And we should know about the student's demand in the development and help students understanding themselves, and build up confidence. We must play the education function, and promote the evaluation of students in the original level of development." This is the basic idea of the new curriculum evaluation.From fall2009, the primary school in FengTai district use the new "primary school students comprehensive quality development evaluation manual"(hereinafter referred to as the evaluation manual ") for their students. We hope that we can provide work decision based on the facts for the administrative department of education through this study summarized and analyzed in "the evaluation manual" in the process of using good experience and practice, problems and puzzles, to promote students' evaluation reform the further development, and promote the all-round development of students. In the course of the study, this paper used the method of literature, investigation analysis method and experiential summary method to analyze domestic and foreign students'comprehensive quality assessment of literature review, and to comb students of the evaluation work and the relevant theories foundation, in the direction of the theory, through the questionnaire, discussion, interviews and other methods, the author know inside out the current situation of the implementation of the evaluation about the elementary school exercising "the primary school students comprehensive quality development evaluation manual" in FengTai district. And then this paper take the systematic summary about typical experience and lessons of evaluation pupils the comprehensive quality after the primary school in FengTai district using "the evaluation manual", and discuss deeply principle and methods through the use of "a summary of the manual" to promote development of the students'comprehensive quality manual evaluation.Finally this paper to make use of "the primary school students'comprehensive quality development evaluation manual" carries out evaluation to reflect on the job, and puts forward some suggestions.
