| In recent years,China has witnessed the leapfrog development in politics and economy and the education for children and juvenile in the national education system has played a more and more important part.Especially with the increasing emphasis of the nation on education,the education outside school has become the expansion and quality extension of school education,therefore,Heilongjiang Women and Children Development Center regarded as the main site where the education outside school is provided in Heilongjiang plays a crucial role in education of the entire province.A variety of public service problems exist in public service provided for women and children by Heilongjiang Women and Children Development Center which are respectively the path of the work development of women being not clear,the education outside school for children being lack of innovation,the development of scientific childcare work being lagging behind,the effectiveness for artistic training of children being not good,all of them have led to the consequence that it does not exert its due effect on serving women and children in Heilongjiang province in terms of their development.The paper has taken the Heilongjiang Women and Children Development Center as the main research subject.During the research process,it adopts many methods including empirical research,expert interview and so on and refers to great volume of material to carry out multiple dimensional analysis and study on the problems and the relevant reasons of public service provided for women and children by Heilongjiang Women and Children Development Center.Finally,it elaborates the reform strategies which should be highlighted by the Heilongjiang Women and Children Development Center in the future reform and development process.Especially,when it comes to effectively improving the quality of public service in the process of institutional reform,it puts forward some relevant and feasible suggestions. |
