As the main social contradictions in China’s transformation and the rapid upgrading of domestic consumption market,tourism product gradually become necessary in people’s life,such a huge consumer market in objectively to the tourism industry in our country’s development model and operating system put forward higher requirements.All-for-one tourism as a new tourism mode can fully meet the needs of tourists,for tourists to bring more high quality experience,so part of the all-for-one tourism scenic spots and areas of development.In Hulunbuir city itself in the process of the optimization and upgrading of tourism and chose the operation mode of the whole tourism field,the Hulunbuir government in the process,as a major proponent of participants and the local tourism market,in the new tourism mode operation according to the characteristics of the region and the whole domain of the practical need of tourism development,give full play to the service function of the government,on the whole building can meet the current and future regional tourism development needs the government function system,will be discussed in this paper,the key.Specifically,the article,based on the perspective of governance theory and new public management theory in the development of the tourism in Hulunbuir city and responsibilities for the problems in the process of study,on this basis,to analyze the relationship between the government and the all-for-one tourism in this area.In addition,through the development of tourism in the region generalizations of the government service function and behavior,using the methods of literature,theory,and the comparative analysis for the corresponding problem put forward some opinions and thinking.
