Government Micro-government Response Mechanism Research

With the mobile Internet applications in people's work and life play an increasingly important role,the traditional model of government service is subject to strong impact from the network media,especially micro-blog,WeChat and its rapid development,not only changed the public access and the way in which information is disseminated,but also increased public participation in the new platform of politics.At present,China is in the transition period of the government,facing various challenges and tests,how to make good use of network media technology,to create the public centered,citizen participation and interactive platform,provide more convenient and fast,the quality of public services,is a topic of the government have to face.Micro-government refers to the "micro-blog + WeChat" as the main platform of the new model of e-government under the public management.It plays an important role in informing information,guiding public opinion,grasping public opinion and promoting public political participation.In recent years,government departments and organizations continue to increase the application of micro-government,for example,according to statistics,as of the end of 2016,after Sina platform certification of government micro-blog reached 164522,covering 31 provinces,municipalities and autonomous regions.However,due to the formation of normative normal management mechanism,government micro-blog,government WeChat and other micro-government platform in the actual operation also exposed a lot of problems,such as part of the government micro-blog and government WeChat still only a simple information release as its main mode of operation,did not realize that the development trend of micro-government has been a single information release into a "information release + government services",a combination of models;and the public is no longer satisfied with the passive acceptance of information,and more hope for two-way communication with government departments.How to use the micro-government platform to promote the interaction between the government and the public,to safeguard the fundamental interests of the people,to promote the stable and harmonious development of society is also an important issue in the present era.Therefore,it is of great practical significance to play a positive role of government new media in government response,and to normalize and stabilize it and establish a more perfect micro-government response mechanism.The basic research ideas of this paper are based on the path of "finding problems-analyzing problems-solving problems".This paper mainly focuses on the government micro-government response,from the challenges faced by the current government micro-government,based on the definition of government response,micro-government and government response mechanism,the use of responsible government theory,new public service theory and the public communication theory,combined with the selected case "Shanghai 12333" government micro-blog response mechanism and its actual operational response to the analysis of the government micro-blog in response to the existing deficiencies,which led to the current government micro-government response in the existing problems.This paper argues that the current micro-government response in our country mainly has the following problems: low efficiency of micro-government response;one-sided response;lack of response capability and lack of response process.Then the author analyzes the factors that cause the above problems: the micro-government response restricts the influence of the government system factors,the lack of necessary media literacy for the operators,the lack of the corresponding system guarantee and the lack of effective performance evaluation.And finally put forward from the five aspects of the government micro-government response mechanism to improve the relevant norms and policy system;optimize the micro-government response mode;establish a performance appraisal mechanism,improve the micro-government response accountability system.
