Research On The Construction Of Public Cultural Service Guarantee Mechanism Of Local Government In China

The 19 th National Congress of the Communist Party of China report pointed out that the main contradiction of our society has been transformed into the contradiction between the growing demand for better life and the imbalanced development of the people.Public cultural services,as an important part of people’s life needs,are also unbalanced.Therefore,it is imminent to improve our local government’s public cultural service guarantee mechanism.With the continuous deepening of China’s supply side structural reform and the continuous improvement of the level of government governance modernization,China has promulgated a series of top-level design measures on the construction of public cultural service guarantee mechanism to protect the cultural rights and interests of our citizens and promote the process of the equalization of public cultural service in our country.In many top-level designs,the People’s Republic of China Public Culture Service Guarantee Law is a comprehensive and basic law,which has built the basic system framework of the public cultural service in China.At the same time,local government,basing on a series of documents,has improved the construction of local public cultural service system.The local government also ensures the increasing expenditure of funds in the field of public cultural services,the increasing proportion of professional talents,and the continuous enhancement of the supply of products.But there are also some problems in the construction of public cultural service guarantee mechanism,such as loose management of public cultural services,low executive power of relevant policies,unbalance of average public cultural funds,lack of cultural professionals in poor areas,low utilization of public cultural facilities and poor quality of public cultural participation,and the insufficient cultural service information disclosure.Therefore,the improvement of the public cultural service guarantee mechanism of local government in China can be carried out from six aspects: legal guarantee mechanism,fund guarantee mechanism,talent guarantee mechanism,product guarantee mechanism,evaluation guarantee mechanism and supervision guarantee mechanism.The specific measures are to promote the construction of local cultural laws and regulations,establish special funds for the development of public culture,improvethe system of cultural service personnel,deepen the multi-supply mode of public cultural service products,improve the evaluation system of service and improve the supervision effectiveness of information disclosure.The role of public cultural service guarantee mechanism can be better played through the methods mentioned before,which contributes to the equalization and differentiation of local government’s public cultural services.
