In recent years,with the rapid development of society and economy in Qujing city and the health care consistently advance deeper,people have a soaring demand for health service.With the continually improvement in medical and health’s service content,service radius and service mode,still existing a strictly limit to the development of health industry,which led the number of health system’s establishment strength can’t coexist with the increasing medical businesses and workload.However,with the deepening of reform in the field of national personnel management,the health system employing methods tend to be more flexible,the use of supernumerary personnel has become the effective way to solve this problem in most health institutions.Now the supernumerary personnel abound has become a common phenomenon.As an important part of human resources for healthcare,supernumerary staff has occupied more and more important position.At present,the number of supernumerary staff in Qujing’s Municipal health institutions has reached about 50%,in some institutions,this number has exceeded the number of permanent staff.Because of the government’s management to health institution’s staffing and job management is still in the traditional stage,the cured concept and system hindered the self-development of supernumerary staff,who are active in the development of health care,but compared with the internal staff in social status,salary,training,investment stability,etc.there are still large gaps.Supernumerary workers lack of standard and effective management mechanism,which causing staff instability;The increase of the size of the supernumerary staff,although better alleviated the health human resources’ difficult,also brought new problems and challenges to the health management;It requires a timely and effectively respond to solve the more and more problems about workers,management,and staff culture,stability and other aspects.This paper by means of literature research,questionnaire survey,analysis and interview,analyzes the present situation and problems of the management of supernumerary staff in health institutions in the whole city,based on the data of the existing supernumerary staff in Qujing health institutions,and puts forward the ways and methods to solve the problem,such as management,encouragement,training and stability.So as to provide references for the development of public policies for the management of supernumerary staff in the relevant departments such as human resource or health.The main features of this paper are three points: First,the data is complete and full of details,all data in this paper are the actual data of health institutions in Qujing city in 2016;Second,it is a all-round research which adopted an comprehensive research,comparison and analysis to the city’s health institutions supernumerary personnel management;Third,this paper has proposed the corresponding solution to the problem of the management of the supernumerary staff of Qujing health institution,and these solutions adhered to the city’s health care,therefore the operability is strong.
