Along with the progressing of the personnel system reform in Public Service Institution,The state has formulated and implemented a series of personnel policies about the Post Appointment System and Performance-based Salary System related professional and technical personnel.How to make an objective and just performance evaluation for professional and technical personnel,how to stimulate their enthusiasm to work harder,enhance their level of performance, thereby improve the performance level of Public Service Institution,which has become an important task faced by managers.Performance Management is a critical step of Human Resource Management, but there are many operational difficulties in the process of implement because of their public nature,service concept and knowledge-intensive characteristics of professional and technical personnel. This paper takes a Drug Evaluation Organization as an example,advances the performance management proposal based on the output and competency and study the problems and countermeasures of Public Service Institution in china.In this paper,we analysis the background,purpose and value of professional and technical personnel performance management in a Drug Evaluation Organization, discuss the basic concepts of performance and its influencing factors from general senses,And defines the the connotation of professional and technical personnel performance management in Public Service Institution,on this basis, two study have been done: firstly,analyse the characteristic of performance and the contents of performance management in Public Service Institution,points out the main problems in professional and technical personnel performance management:(1)Lack of understanding of performance management,(2)Performance indicators set unreasonable,(3)Mothod of performance evalueation is not scientific,(4)Lacking effective incentive mechanism in the application of performance evaluation results.(5) Lack of the necessary participation and communication in process of permance management. secontly, put forward the proposal to improve the performance management in a Drug Evaluation Organization, (1)establish the performance management system based on the output and competency about professional and technical personnel,firstly analyzes the advantages of the performance management system based on the output and competency according to the characteristics of the professional and technical personnel,Set up index system of output and competency in a Drug Evaluation Organization through questionnaire, and factor analysis. particularly analyze the contents and process of performance management in a Drug Evaluation Organization.(2)Propose the safeguards of performance managerment,It includes obtaining leadership support,responsibility of managers,System construction,building management information system, Shaping a high performance culture,(3)It highlights several key issues in the implementation of performance management:Making clear the purpose of performance management,Establishing correct performance management idea, communicating is a key of performance management, Making clear the roles of manager in performance management.
