In the third Plenary Session of the 18 th CPC Central Committee,the Party adopted the decision of the Central Committee of the Communist Party of China on several major issues concerning comprehensively deepening reform,and proposed that the modernization of the State Administration System and governance capacity should be promoted ".In the elaboration of speeding up the transformation of government functions and optimizing the organizational structure of the government,it definitely requires strict performance management,highlighting the implementation of responsibility".Individual performance as an important component of performance management,focus on solving the problems,their jobs,continues to lead the personal occupation development,promote the individual performance and organizational performance of dual force,to promote the realization of the goal of organizational performance plays an important role.Chuxiong Municipal State Taxation Bureau as the grass-roots tax department,tax collection and management for Chuxiong state capital of Chuxiong City,compared to other counties statewide Bureau showed a large body of tax,management area,family number,complex nature,daily work characteristics at all levels to check frequently.At present,the reform of the tax system is like a raging fire in advance,especially after replacing business tax with value-added tax(VAT)",the tax department tube households increased sharply,the volume of business tax increase,showing new features more anxious heavy,coupled with strict structure is forming,strict requirements,an important content of discipline,about the rules of departments at all levels shall be caught,has forced the tax department to strengthen the management,intensify efforts to implement,in order to adapt to the current situation.Therefore,the introduction of personal performance management,the full use of performance management system,co-ordinate the management of cadres is particularly urgent.Chuxiong City,the IRS focus on personal performance management practice,analyzes the existing Chuxiong IRS personal performance management evaluation and other aspects of the problem,the 16 departments on the global assessment indicators,combined with the implementation of the development process and application of assessment analysis,found that the current assessment index system of performance plan lack of forward-looking,process control of operation strong,promote the quality of evaluation is not high,the use effect is not good.All the materials of this research are from the IRS of Chuxiong.The research data is more complete and the data is objective and authentic.This paper in early stage on the basis of practical experience of the new ideas and ways to improve the individual performance management,these will provide reference for the improvement of Chuxiong City,the IRS late personal performance management,but also for the state tax department performance improvement for reference.
