After years of development, Public institutions have formed a set of suitable rules and regulations, and also developed a unique salary system, promotion system and assessment methods in terms of personnel management. However, since the 1990 s, especially after China joining the WTO, a relatively stable environment institutions once faced have undergone tremendous changes. Facing great changes in the economic environment, public institutions must change its management philosophy in order to seek new development.As a typical public institution, WL Service Center has the stigma of institutions in many ways, such as the relative bureaucratic, internal seniority and egalitarianism trend. The planned economy can provide soil for the survival of this unique management system. However, these relatively bureaucracy lost its management effectiveness and rationality of existence under market economy emphasizing competitiveness.In response to the changes of the economic and social environment, to seek a better development, WL Service Center must make a change. Accordingly, the concept and practice of human resource management will inevitably change. Therefore, to build a scientific and rational employee performance management system is the inevitable choice to stimulate the vitality of staff and enhance their core competitiveness.This paper selects WL Service Center as the study objective, analyses its shortcomings in performance management,clear the problems existing in the performance appraisal of WL Service Center, which mainly include assessment index settings are not standardized, unscientific assessment methods, evaluation results are not valid application, and summaries the causes of the problems in performance appraisal as well, like misunderstanding, management foundation is weak, lacking of corresponding system. On the basis of these, this paper tries to design its performance management system, which is conducive to the development of the center, and can be a good example to its counterparts.The mainly innovation of this paper include: Firstly, this paper chooses the WL authorities Service Center as the study objective, and develops performance management system from the four aspects of the performance planning, performance coaching and communication, performance appraisal and evaluation and performance feedback and results; Secondly, to smooth the progress of performance management program, this paper holds that the center should focus on the following supporting measures, which includes strengthening organizational building, shaping encourage a culture of innovation, strengthen the management system supporting the efforts in building and strengthening grass-roots information application system construction.
