| Normative documents is an important policy of government organs to perform their functions and serve the society,also is the effective guarantee for citizens to safeguard their legitimate rights and interests,realize their legitimate interests,and the implementation of local government regulatory documents to promote the status of the rule of law has important practical significance.With the continuous development of society,many local governments issued normative documents,and of them a large number closely related to the vital interests of citizens has become an important tool to perform the functions of the government,occupied an important position in China’s socialist legal system.But the quality of normative documents is uneven,the quality and quantity are not proportional,sometimes because of the normative documents to review the legality in lack of specific and effective measures,as well as in the development of the rule of law subject consciousness and other reasons,even containing illegal normative documents,the phenomenon of infringement.This situation not only affects the construction of the rule of law government,but also is not conducive to safeguarding the legitimate rights and interests of citizens.Therefore,it is necessary to develop,the normative documents filing and implementation process of effective supervision,and analyze the problem,and find out the cause,an antidote against the disease,and effectively improve the quality of the grass-roots government regulatory documents for safeguarding the legitimate rights and interests of citizens.This article to start from the concept of normative documents of governments at the county level,through the analysis of the significance of its existence,and record review,leads to the analysis of the existing documents of governments at the county level with problems and the causes of the problems,and finally puts forward to improve the quality of advice to the county level of governments regulating some documents.This paper focuses on the county level of government regulatory documents for the interpretation,intended to strengthen the grass-roots government to realize its importance of normative documents,especially for the analysis of the problems in the level of the county government regulatory documents,although simple,but very practical.As a grass-roots legal worker,aware of,not a legal literacy,and finds the rule of law as a fundamental practice implementation requires everyone’s efforts,more requeststhe governments to constantly improve their own legal thinking,awareness of the rule of law,through the analysis of government regulatory documents at the county level,the situation can further boost grassroots government legal construction. |
