Official development assistance referred to ODA,I think this word is not new for us.The influence of globalization on the world is growing.Under this situation,a kind of economic diplomacy means ODA to be used more and more by sovereign states.After World War II,Japan as a defeated nation wants to return to the world stage,so ODA for Japan is a opportunity which must to grasp.In 1954,Japan and Myanmar reached “ Japan and Myanmar peace treaty “ and “Japan-Myanmar compensation and Economic Cooperation Agreement”,then Japan began the process of its foreign aid.Mongolia,as a Central Asian country,due to its special geographical location and resource reserves has become an important aid object for Japan.In the late 1980 s,with the end of the Cold War,Mongolia abandoned the foreign policy long pursued "one-sided" and establish a new “multi-point” diplomatic strategy what is a foothold in the Asia-Pacific and the world.This diplomatic strategy provides an opportunity for Japan to actively develop relations with Mongolia.Japan's official development assistance to Mongolia from 1991,and Japan use a relatively small cost to maintain long time as Mongolia's largest aid donor.Nowadays,in the situation which Japan and Mongolia “have established a model for the region to as close and friendly relations”.Although the result is slightly inadequate,the achievement of the Japan's assistance to Mongolia is all to see.China should learn from the lessons of Japan's successes and failures,combined with national conditions,to improve the country's assistance mechanisms.Foreign aid should become an important driving force for the development of China.
