Japan’s Official Development Assistance To Laos Research

Laos is an international aid recipient country, and Japan is one of Laos official development assistance(ODA) major donors. This article summarized the official development assistance related theory, including international cooperation theory, and state interest theory. Then, this article analyzed the development of the Japanese government aid policy, including the formation and development of Japan’s ODA mechanism, the characteristics of Japan’s ODA mechanism, and the problems existing in the Japan’s ODA. This article analyzed the motivation of Japanese government development assistance to Laos from the aspects of historical, domestic, and international motivation, and analyzed the development assistance policy and practice, points out the characteristics of Japanese government development assistance to Laos policy. Then, this article also analyzed the positive significance for Japanese government development assistance to Laos. Finally, this article pointed out the problems of Japanese government development assistance to Laos, mainly Lao government large dependencies for development assistance, yen loans put Laos under heavy debt burden, aid conditions cause aid blindness and waste, and the status of Japan as Laos donor countries fell. Overall, there will be no big change in of Japan’s official development assistance to Laos the next few years.The contribution of this paper was that Laos had its economic, political, social, and cultural uniqueness; this article would help to further improve Japan’s official development assistance to Laos. This research focused on the view of Laos officials and citizens to Japan’s official development assistance, which would help to understanding of the effect of the Japanese government development assistance to Laos.
