Research On Deliberative Democracy In The Construction Of Grassroots Service-oriented Party Organizations

It was proposed that the major task for strengthen the construction of service-oriented party organizations at the grass-roots level,and it will be used to guide the construction of primary party organizations in The eighteenth national congress of the communist party of China.It has carried on the deployment for Deliberative Democracy as the important content of the reform of the political system in the third plenary session of eighteen.In the new situation,Deliberative Democracy will become the breach of strengthen the whole function of the service-oriented party organizations at the grass-roots level.It is deep understanding for the developmental law of the party organizations at the grass-roots level and the inevitable requirement to consolidate the ruling status and the construction of the new ruling party of Marxism that the exploration and application of combining Deliberative Democracy and the construction of a service-oriented party organization.The theory of the service-oriented party construction has inherent relation with the Deliberative Democracy.The characteristic conforms to the core concept of the theory and caters to the practical developing requirement of grassroots,and provides a theoretical basis and practice space for collaborative development.Taking the construction of Deliberative Democracy in service-oriented party organizations at the grass-roots level as investigation objects,there are external environmental factors in five aspects,including the political environment required by the socialist political system reform,the economic environment required by the development of the socialist market economy,the cultural environment generated by the socialist core values and the deliberative quality,the increasingly mature and rational civil social environment,and the ecological environment of diversified value trends.It analyzes the internal components of the Deliberative Democracy from seven points,such as the subject,the object,the field,the procedures,the methods,the principles,the results.It makes every effort to know the current situation and explore the application.In face of the challenge and opportunity of the reality,there are the effective system mechanisms and working methods in Zunyi region,and it worth to research and reference.It come to the conclusion that the related elements of deliberative subject are the most efficient factors influenced the service functions of the party organizations at the grass-roots level through the SPSS data analysis,and obtain the common choice and action orientation in the practice of Deliberative Democracy.And it develop some feasible measures: First,building a service-oriented concept of party construction based on the theory of Deliberative Democracy;Second,consolidating the diversified development of the Deliberative Democracy to promote the service ability of grass-roots party;Third,broadening the extensive development of the Deliberative Democracy to strengthen the ruling position in the grass-roots social;Fourth,perfecting the institutional improvement of the Deliberative Democracy to speed the process of democracy at the grass-roots level;Fifth,using the effect of Deliberative Democracy as the impetus to optimize the environment at the grass-roots social and satisfy the six essential requirements of the service-oriented party organizations.
