Since the founding of our party,it have been leading the people of all nationalities to work hard and hoping "to build prosperity and happiness of the socialist society." Building a harmonious society was originally the aim that a Marxist party of the inherent requirements is the pursuit of an ideal society.In 1978,when entered the new period of socialist construction,it ensured the development of economic growth and achieve social stability,harmony and happiness through continuous efforts to reform.In Eighth session of the Fourth Plenary Session,our party put forward the aim of "the construction of a complete legal service system".In eighth Fifth Plenary Session,our part put forward the aim "to maintain stable and rapid economic development and social harmony and stability".Currently in maintaining social stability,public security administrative mediation have been providing legal services and resolving disputes,easing social conflicts by played a pivotal role.But in practice,the public security administrative mediation has many unreasonable problems,and there are many different places.Therefore,in order to play a good influence in the social order,this article from the perspective of research on the basis of public security administrative mediation,according to the real life of the public security administrative mediation.According to the real needs of public security law enforcement,the current public security administrative mediation system is suitable for the rules.This article is divided into four parts:First aspect,it discusses the background and significance of the topic and the status quo and heavy and difficult to research and points of innovation and research methods.In order to coordinate the parties in the situation,public security administrative mediation is the basic method of according to the relevant laws and regulations.Through persuasion,preaching and other methods,it promote the parties to coordinate,and then reach an agreement.Even though the public security administrative mediation is not a remedy,but it has a certain deterrent force,more professional significant advantages.By more conduciving to the mediation of social issues,it will build a civilized society and save the judicial voluntarily and create a "service government".The second aspect includes the present situation and scope of the public security administrative mediation system.The range of public security administrative mediation mainly includes the public security,traffic accident responsibility authentication and compensation.There are mild injury cases and common people’s dispute processing and so on.As administrative consultation play a important constitute part,public security administrative mediation will promote social development of insurmountable advantages and influence.There is no limit to the size of the implementation of public security work in normal work.In our country,some public security administrative rules are very important,but it needs to be improved.The third part includes the analysis of Problems and Causes of Public Security Administrative Mediation System.The current status of our country’s is that more areas have established a system of public security and administrative mediation system.But in practice and theoretical exploration,both still exist many problems and contradictions.Such as: public security administrative mediation process procedures still inadequate,it will be difficult to grasp the scope of the use of conciliation,mediation and legal status of the final results,and so on.Because of many of the problems,which makes the current Public Security Administrative Mediation System can not get good results in actually usage.The main reason is that the public security law enforcement agencies understand and grasp the principleon the scope of administrative mediation and institutional norms insufficiently.And they despite the fact that related systems and norms is not perfect actually.The fourth part is the perfection of the principle and system of public security administrative mediation.In order to carry forward the advantages of public security administrative mediation,it is suggested to improve the relevant laws and regulations of the public security administrative mediation and determine the appropriate scope of the public security administrative mediation and establish guidelines for consultation and punishment.By strengthening their own standards,plan and consultation,it will give priority to the appropriate application of the rules and regulations.In the practice of public security administrative mediation,it is proposed to establish a more practical and more efficient application.There should be clear responsibilities,the mediation assistance system and the construction for the common people being able to negotiate.Reasonably through sharing conflict pressure and balancing ruling resources,police departments can better play the role of public security mediation system of administrative efficiency,and better promote social harmony and stability.
