Research On The Effectiveness Of Citizen Participation In The Xi'an Price Hearing System

With the perfection of the democracy and laws in our country,citizen participation has become the important premise and basis of public policy making and has become an important index to measure the degree of democracy in modern society.The public price hearing is the most basic form of citizen participation.The system of price hearing in China starts lately,but it grows quickly.The public price hearing's have new change in broadness and depth.Consumers,operators and other stakeholders get the right of participation and expression in price decisions through the public price hearing.It's obvious that the public price hearing make the decision more scientifically and democratically.With the public price hearing have been held in many provinces,we began to find some problems which were affected by citizen,goverment,forms of organization and system resulted in insufficient validity of citizen participation.I think the problems include: the citizen didn't have the activeness in the decision-making process;the ways of participation are not wide;the procedure of participation is not complete and the system of participation is not standard and so on.This paper analyzes the domestic and foreign research results about citizen participation in the public price hearing.The research,empirical research and substantive suggestions about validity of citizen participation in the public price hearing is less at present.The article provides a case of the 3 most recent price hearings in Xi'an city and discusses the citizen participation in the public price hearing on the basis of the Citizen Participation Theory and Deliberative Democracy Theory using literature analysis,qualitative analysis,comparative analysis and other research methods.The logic of this paper is to raise questions,analyze problems and solve problems.Based on the present situation of citizen participation in price hearing in our country,this paper analyzes the main manifestation of the effectiveness of citizen participation in price hearing with the corresponding measure.This paper explores the causes of the effectiveness of citizen participation in price hearing using comprehensive analysis method and puts forward specific the countermeasures and suggestions to improve current status of citizen participation in public price hearing.The purpose is to provide reference for other regions to improve the effectiveness of citizen participation in the price hearing.
