In specific level, charity innovation refers to the exploration of innovative subject solving social issues creatively,or increasing the efficiency ;in macroscopic field of vision, charity innovation is a inevitable process to charity modernization ,one conform to the historical trend of the modernization of national governance system and management ability in our nation.The article is based on the case of clothing donation, which is one of the important charity project. The background of the empirical study can be concluded to:extensive participation; unbalanced circumstance; steady flow; obvious organization.In the setting, the performance of social organization are : integrating various resources, exploring charity mode, setting process standards and spreading by medium.On the basis of empirical research, we consider that social organization’s charity innovation is about resource ,operation, standard and spread. The functions of social organization in charity innovation are resource integration, operation exploration ,standards and trust promotion ,and charity spread.Even so, it is regrettable that the obstacles is inevitable, and the functions are restricted in some aspects :bad management of CSR, delayed communal facilities,undesirable governmental coordination and value chain lack. Finally, we try to put forward to alternative strategies for government ,social organization and enterprise.For governments , they should confirm its position in charity ,strengthen the cooperation of administrative department, intensify the transfer of public service,and provide diversified support for social organizations. For social organizations,they should expand resources, improve operation, normalize internal governance,extend spread. For enterprises, they should understand the win-win result,and establish the partnership with governments and social organizations.
