Research On China's Marine Soft Power Construction

The 21 st century is the marine century,the marine is becoming the main stage of international competition,marine comprehensive national strength is related to a country's life and death.The 18 th National Congress of the Communist Party of China put forward the goal of marine construction at the national level,that is,to build marine power.Marine power building not only need to enhance the marine economy,marine military and other hard power,but also need to enhance the marine soft power.Although China has more soft power resources,but it has not yet transformed into soft power of the marine,at present the strengthening ofmarine soft power construction is imminent.The article is divided into four parts.The first part discusses the basic concepts of marine soft power,including the closely related to.China's current maritime situation is quite severe,more than 1.2 million square kilometers of marine areas dispute with other countries.Strengthening the construction of marine soft power is of great significance to China's construction of a marine power and the protection of maritime rights and interests.First of all,strengthening the construction of marine soft power is conducive to enhancing the marine soft power and hard power,and thus enhance the marine comprehensive strength.Then the strengthening of marine soft power construction is beneficial to the power,this part is the focus of the article.After years of efforts,China's marine soft power construction has made considerable development.Firstly the development of marine culture is remarkable,not only inheritance,the development of China's outstanding traditional marine culture,put forward the "harmoniousmarine" concept,and China's marine cultural industry to achieve from scratch.Secondly the marine management system has been improved,the marine management system reform has made significant progress,the State Oceanic Administration of the integrated management functions to further strengthen,began to try to establish China's marine coordination agencies,and integration of maritime law enforcement power,and strive to establish a unified strong marine law enforcement team.Thirdly China firmly pursues the peaceful development of marine foreign policy,and has been recognized by more countries.Fourthly,China has expanded its assistance to other countries in international ocean affairs with its own development.Shaping the image of a responsible ocean country.However,the current soft power level of China's marine is relatively low,and there are some problems such as insufficient construction of marine culture,imperfect system ofmarine management,less force of civil participation,and weak voice of international marine affairs.The fourth part points out the way to strengthen the construction of marine soft power in light of the problems existing in the construction of China's soft marine power.Firstly,we must develop the marine culture and marine culture industry,then enhance national marine awareness.Secondly we must reform the existing marine management system,improve the employment mechanism,strengthen the marine legislation,and then improve the
