Research On The Application Of Big Data Technology In Local Government Governance

The fifth Plenary Session of the 18 th CPC Central Committee pointed out the goal requirements of the national governance system and capability modernization.As the basic power of national governance,local government has become a key link in the modernization of national governance.Local governance ability level directly affects the country's overall governance ability and the process of modernization.With the huge amount of data generated by the enlargement of Internet,it provides new opportunity,change and value for local government governance to promote the continuous development.The local government master a large number of key data and rational use of bulk data handling techniques,will provide the local government public service personalized supply,governance innovation and model innovation,etc.a technical path to upgrade the governance capacity.Based on the Research Foundation and Literature Review,this article has adopted case analysis,literature analysis and comparative analysis research methods.On the basis of combing the domestic and foreign literature,this article studies the current situation of the use of big data technology in local governance and its governance dilemma from the theory of governance,and put forward corresponding proposals,from the three dimensions: thinking,technology and institution management strategies.This article consists six parts: the first part is the Introduction,analyze research background and significance,research status of home and abroad,research ideas and research methods,point out the research framework and innovation.The second part,mainly research the core concept and basic theory.The third part is a comparative analysis and practice cases of foreign large data strategy,mainly focused on the practice of the United States,Britain and Japan,analyzed the experience and shortcomings of big data in local governance.Western theory and practice have produced a lot of practical experiences and theoretical inspiration for the study of data governance of Chinese local governments.The fourth part is cases study the domestic regional big data operation and practical,take Guangzhou,Chongqing,Guizhou and Beijing as examples.Then analysis the existing problems,including data islandation,platform construction lags,insufficient data use and data security issues,and then explore the reasons behind.The fifth part combining with data technology under the perspective of the experience of the local governance,both at home and abroad from three dimensions such as thinking,technology and system,based on the theory of governance,and proposes countermeasures such as: Reengineering the big data logic of local governance,expanding the big data technology of local government governance,improving the guarantee of large data systems for local government governance.The last part is the research conclusion and prospect.
