A lawyers' association is a professional self-disciplined organization for lawyers.Sucn associations have actively carried out the responsibilities for lawyers' professional self-discipline,and played a constructive role in promoting the development of the said profession,since a binary managerial system was adopted in 1993 where lawyers were both supervised by the justice administrative authorities and guided by professional associations.However,lawyers'associations' self-discipline have met more and more challenges as the profession grows and expands rapidly in recent years.These associations have had rising difficulties in dealing with such issues as protecting member rights,managing professional qualification and regulating practicing conduct,etc.Further development of the lawyers' associations has been hindered by their lack of public confidence and the profession's low social recognition.The necessity and urgency of improving the lawyers' associations' function of self-discipline is constantly increasing.The development of social organizations has always been a focus for the research of public management discipline.As social organizations with distinct Chinese characteristics,lawyers' associations can be a very productive subject for academic research.Focusing on the issue of how to improve the self-discipline function of a lawyers' association,this thesis takes the Yangzhou Lawyers'Association as the object of its study and conducts a research into problems in the association's self-discipline practice from both theoretical and practical aspects through research methods such as bibliographic and empirical analysis.After a comprehensive anlysis of both internal and external factors,and drawing lessons from the experience and practice of foreign countries,it puts forward constructive suggestions on solving the said problems,and on improving the association's structure,self-discipline management,internal control mechanism,member communication and guidance,and so on.The thesis is composed of four parts.Part I,Introduction,includes background information about the topic of the research and its significance,a literature review,and introduces the paper's research methods,its accomplishments and shortcomings.Part II,Theoretical Basis,defines the current self-discipline function of the lawyers' association after reviewing its historical evolution,and analyzes the the binary managerial system and its impact on such function,thus providing a theoretical basis of this thesis.Part III,Analysis of the Current Situation,gives a full analysis of Yangzhou Lawyers' Association's professional self-discipline practice,based on interviews with staff of the association and its members and extensive reading of its work files.Part IV,Suggested Measures,explain the necessity for improving the association's self-discipline function,by summing up the internal and external factors relevant to improving the organization's self-discipline function,and commenting on successful practice in other countries,explores feasible methods to fulfill the said goal from various aspects such as structral reform,self-discipline management,internal control mechanism,member communication and guidance.In the end,Conclusion,clarifies the author's point of view on the subject of this research,while suggesting possible directons for future follow-up research.
