The Historical Evolution And Realistic Thinking Of The Accountability System Within The Communist Party Of China

The intra-party accountability system of CCP is to strengthen the political responsibility,strengthen the party's ruling political base,embodies the powers and duties are equivalent,provides the basic for the party organizations at all levels to strengthen accountability to follow,is the comprehensive governing party,the party according to regulation of important cage by system.Its ultimate goal is to ensure that party leaders are to be held accountable for their responsibilities.The intra-party accountability system of CCP provides an important institutional guarantee for keep ing the party's progressiveness and purity,It is of great significance to arouse the responsibility consciousness of leading cadres,arouse the spirit,ensure the party's great historical mission.This paper focuses on the establishment of the intra-party accountability system in China.And based on the theoretical connotation of the intra-party accountability,define the defination of supervision,disciplines execution and accountability in the context of China and take an analysis of the various elements of the party accountability.On the function orientation of intra-party accountability,it has motivation,education,error correction,and other functions.On the developing motive force of the intra-party accountability,except the power of the development of the organization of CPC,the dilemma of administrative accountability need to be cracked,and the role of important political actors,the influence of mass media and other external forces,are all the driving force to promote the inner-party accountability in mature and curing for system development.Besides,the paper has carried on detailed combing to the development history from 1921 to today establish the system of the intra-Party accountability,analyzed the new exploration about the intra-Party accountability from 18 th CPC National Congress,draw some historical enlightenments:The demand of the party organization self building is the inner motive power of the intra-party accountability system's development;a good environment is the external guarantee for the development of the intra-party accountability system;the attention of the party and state leaders are key elements to promote the development of the intra-party accountability system.And analyzed the current problems of the intra-party accountability on the basis of combination with historical development.The current implementation of the intra-party accountability system mainly has the following problems:The lack of collective decision-making mechanism makes it difficult for individuals to be specific;The cost of “trial and error”causes leading officials to “dare not do it”;The principled guidance of the“Regulations on the Accountability of CCP” makes is difficult to carry out accountability;The information asymmetrical in the process of accountability,and the question of enforcement.The paper raised some countermeasures to solve the current dilemma of the intra-party accountability:To handle the relationship between power and responsibility,collective decision-making accountability to delay the tension between the collective decision making and responsibility system of administrative leader;To dispel the misgivings of leadership cadres,so that cadres can act and dare to bear through the establishment of a sound fault tolerance and error correction mechanism;The paper analyzes the aspects where the “Regulations on the Accountability of CCP” needs to be refined and enhance the system's execution;Try to establish horizontal accountability system to solve the problem of information bottleneck encountered in the process of promoting the intra-party accountability.Finnally,connect the regulations of intra-party accountability with other relevant systems to build a complete intra-party accountability system.
