Non-governmental Organizations Accept Research On Overseas Aid Management

Since the 16 th National Congress of the Communist Party of China,our party and government have paid more attention to cultivation and development of social organizations.Guidance and management of Non-governent organizations also has been taken more seriously.China's "Twelfth Five-Year Plan" proposed NGOs should not only be nurtured and developed,but also be managed and supervised.Seventeenth Party Congress report further proposed "pay attention to the construction and management of social organizations." In the Eighteenth National Congress of CPC report,It were stressed that speeding up formating modern autonomous society organization system,which separats government and community and defines power and responsibility according to law.What`s more,strengthen and innovate social management,guide the NGOs to develop healthy and orderly,and let the public play basic role in social management.Eighteenth plenary meeting put forward that stimulate the vitality of social organization,handle the relations between government and social correctly,promote government agency separate from social organizations,and clear NGOs`authority and responsibility.China's "Twelfth Five-Year Plan" proposed improve the social governance system and play the role of social organizations to enhance social self-regulation function.This indicates that social organization is an important subject in social governance.In recent years,China's social organizations have more cooperation and exchanges with foreign organizations.They actively involve in seminars,exchange of experiences,training organized by foreign NGO or government agencies oversides to obtain capital,technology,management experience and other assistance and support,which contributes to their development.But at the same time,in our country current Management of NGOs receiving foreign aid have some problems.for example,the laws and regulations lag,the management body is not clear,and the daily management is lack.In addition to the NGOs' own flaws,the negative influences of receiving foreign aid by NGO increasingly apparent.Therefore,the management of NGO receiving foreign aid is particularly necessary.Looking from the international community,some countries have accumulated more mature management experience and have formed relatively perfect systems of supervision and management.So,it is meaningful to analysis and compare the management models in different countries learning useful experiences to improve China's management system.This paper is divided into six chapters: The first chapter mainly introduces the research background and significance,research ideas and methods,innovations and shortcomings,and combed the related research at home and abroad.The second chapter introduces related concepts,expounds the management theory foundation of ngos receiving foreign aid and analysis the influences of the NGOs accept foreign aid.The third chapter introduces the management status of NGOs accept foreign aid in China.The fourth chapter introduces the problems in the progress of managing the NGOs receiving foreign aid of and analysis the reasons.The fifth chapter introduces the management practice and experiences in India,the United States and Russia.The sixth chapter puts forward suggestions and countermeasures to perfect our management of NGOs receiving foreign aid.
