Research On The Management Of Foreign Non-Govermental Organizations In Vietnam

Start from1980s, the worldwide rising and the development of NGOs hasbecome an important symbol of global society’s rising. At the same time, theactivities of NGOs have been expanded to different fields all over the world, andcome into the picture.Since the Vietnam government expanded the reform policy of diplomaticrelationships in politics, economy, culture and social science in1986, thequantity of foreign NGOs in Vietnam and the quality of aid projects has made abreakthrough, which proves the good partnership between the Vietnamgovernment and foreign NGOs. A number of foreign NGOs impliment activitiesin Vietnam which made great contributions especially in those fields: the aids ofnatural hazard, medical treatment, education, culture, technology, anti-proverty,environmental protection and so on. And it also has a positive effect on thesocial development of Vietnam. Oppositely, foreign NGO also has dualcharacter and instrumental character, which can not be ignored. Therefore, theVietnam government should strengthen the use of the management of foreignNGOs and avoid disadvantages.Start with the beginning of Vietnam’s foreign NGO, deeply analysis theeffects and influences of foreign NGOs in Vietnam and the management of it bythe Vietnam government. The paper also summarized the questions in themanagement of foreign NGOs by Vietnam government. And according to themanagement of foreign NGOs in Haiphong, Vietnam, made an introduction ofthe situation of Haiphong’s foreign NGOs and the management of it, and did ananalysis about the problems and the reasons of the management of Haiphong’sforeign NGOs. The paper also made an introduction of the management offoreign NGOs by other developed countries, developing countries and thosecountries in tradition. And made suggestions to improve the management ofVietnam’s foreign NGOs according to the specific condition of Vietnam.
