Currently,restructuration of Chinese public institutions faces difficulties.Given that category of the not-for-profit organisations(NPOs)tends to be specific,and that organisations and industries will be restructured,the forms and methods of performance evaluation have fallen behind.The existing systems used to assess people fail to keep up with emerging organisational changes and industrial developments,and,thus,restrict personnel trainings and turnovers,impeding the human resource development in public organisations.Limited research on performance evaluation of the type ? not-for-profit organisations(Type ? NPOs)can be found.The present study,thus,analyses and structures the system of performance evaluation of the type ? not-for-profit organisations.This study reviews theories and methods in relevant fields and investigates the organisation as a case study(Illustrated by the case of a type ? not-for-profit organisation A of highway industry).By analysing the current status,problems and aetiology of the organisation's performance evaluation,the study structures the system of performance evaluation,with methods including Balanced Score Card,Key Performance Indicator,Management by Objective,360 Degree Evaluation,Analytic Hierarchy Process.The study highlights the allocation of strategic objectives,setting evaluation targets,optimising the weight distributions and the whole evaluation process.The present study contains five parts.The first part is an introduction,including research background,significance,ideas,Chinese and foreign literature reviews.The second part is an elaboration of the theories of performance evaluation,including the definitions and differences of performance management and performance evaluation,the general methods used for constructing systems and evaluating performance in this study,as well as the applicability analysis of methods used in the study.The third part is an analysis of the current status of the performance evaluation of type ? not-for-profit organisations,including the clarification of relevant concepts and characters of the NPOs,an analysis of the current status of the performance evaluation of the NPOs,including their advantages and problems.The fourth part is based on other experts and scholars' theories,proposed seven steps of the system of performance evaluation construction,structures the performance evaluation systems of a type ? not-for-profit organisation,explain each steps fully.The study finally sets up a new system of performance evaluation,and explains the operation processes and supportive measurements of the overall evaluation,operation backups of the newly established performance evaluation systems,elaborating the processes of the systems,operation backups,and other backups.The fifth part is an analysis of the current status of the performance evaluation of organisation A.Elaborating its general status,performance evaluation systems,and problems within the evaluation.Clearly and completely elaborating aspects including objects,principles,general processes,job analysis,setting and appointing objectives,constructing target systems,and target weight setting.This study provides practical values to the case organisation A.By modifying the system of performance evaluation,this study provides theoretical basis to improve human resource management and inner management,provides basis to enhance the efficacy and quality of organisations,and provides conditions for better intra-organisation communications.The structured system will enhance management,contributing to the realisation of strategic objectives and the development of adaptations.The study provides practical values to the structuration of performance evaluation system in of type ? not-for-profit organisations.
