As an important diplomatic action, foreign aid bears both charitable and strategic intentions of donors. For a very long time, international foreign aid was dominated by established donors(also mentioned as DAC donors) for providing above 90% of the total aid, by which those donors determined the whole system of foreign aid including models, concepts and principles. This system was conducive to established donors instead of the recipients for the asymmetrical relationships between them: recipients depended on donors politically and economically. At the early period of 20 th century,appeared as challenging rivals of established donors, emerging developing donors provide larger and larger amount of foreign aid and adapt a set of unique aid system.All of emerging developing donors are developing countries and act both as donors and recipients which reconstructed collective identities of both recipients and donors and changed the whole landscape of international foreign aid. This author discovered that the formation and development of emerging developing donors change the traditional donors-recipients relationship by social re-categorizing, changing social situation and re-selecting comparison target, which reconstructs collective identities of both recipients and donors.
