Talent competition is the national core competition in the 21 st century.The country is able to stand in an invincible position only by retaining talent.An organization is able to realize a true harmonious development for a long term only by preventing talent flight and saving core competence.Talent is the driving force in the development of the organization.How to retain talent and maximize their own advantages in the organization is a research project in the field of human resource management.Shenyang Huanggu District government,a grassroots organization is an old district which is now developing in a new style.During development,the staff in the government works with low wages,low benefits in poor working conditions,which causes a serious talent flight.As the economy is progressing,people need a high level of public management and social service ability,while the existing talent cannot satisfy this requirement,so it’s an important topic for Huanggu District government and a reform and development direction for human resources management in Huanggu District government.It’s also an important issue to be resolved by Huanggu District government on how to take full advantage of their talent,meet their requirement and retain talent on the basis of the existing conditions.This article starts from the concept of motivation,grassroots government and talent flight.Through deep analysis of the influencing factor of motivation,with the support of Maslow’s hierarchy of needs theory,two-factor theory,expectancy theory and equity theory,combining with the paper questionnaire on talent flight in Huanggu District government of Shenyang under the visual of talent motivation,the author makes analysis on the status of talent flight in Huannggu District government,further discusses on the causes of talent flight problem surrounding the influencing factor of talent motivation,makes conclusion on the issue of absence of motivation system reflected from the investigation,and gives targeted suggestion from six aspects including raising the salary motivation level in Huanggu District government,establishing a scientific career development and promotion motivation system in Huanggu District government,improving a comprehensive training motivation system,building and perfecting evaluation mechanism,actively pushing forward the career management level of Huanggu District government staff and optimize the working conditions for the government staff,in order to ease the pressure of talent flight in Huanggu District government to some extent.
