The third plenary session of the eighteenth big reports,18,put forward a sound system of socialist deliberative democracy,and made relevant strategy and deployment,clearly put forward the socialist deliberative democracy of extensive,multi-layer,institutional development.In the socialist consultative democracy system,the party of CPC and the party of the Democratic Party is a very important component,which is at a higher level.Continuously improve and perfect the political party of the Chinese communist party and the democratic parties negotiation ability and level,to promote the healthy development of the deliberative democracy of socialism,and has important theoretical value and practical significance.In this paper,the study of the communist party of China and democratic parties to negotiate,roughly divided into five parts:introduction,basic overview,historical development and present situation,existing problems and the causes and the countermeasures to solve the problem of it.Basic overview part,mainly introduced the main meaning of the Chinese communist party and democratic parties consultation,main content and main form,among them,the prominent Outlines negotiations the parties negotiate the content and form of negotiation,and highlights the Chinese communist party and the democratic parties in the socialist party consultation leadership role as the core of deliberative democracy.The historical development and the reality part,the multi-party cooperation system as the perspective,basically untangle the historical development of the CPC and the democratic parties.The existing problems and causes,through in-depth analysis of the communist party of China and the reality of Democratic Party negotiations,find the current party negotiations more highlights the main problems and the reasons.The countermeasures to solve the problem of the part,facing the problems that exist in the parties negotiate,described in the paper from several aspects to negotiate subject construction,give full play to their role as the platform of the people’s political consultative conference,and improve the mechanism of consultation procedures,such as the specific countermeasures,to constantly improve and perfect the ability of the communist party of China and democratic parties negotiate and institutionalized level.
