In recent years, with the concern of our government on the issue of state-owned cultural assets,, more attention to the culture of state-owned assets supervision and everywhere continue to make a new attempt and exploration, most are guiding opinions and recommendations of policies, institutions and other related ideas have not really implemented. The scholars continue to encounter problems in the process of implementation of the research and put forward the countermeasures, but the research is limited to research on State-owned Assets Supervision culture development status and characteristics, the specific measures and actual practice further. This topic through the management and economics perspective, to study the culture of state-owned asset management, using the principal-agent theory and the theory of government regulation,through horizontal and vertical comparison, in Jiangsu Province, state-owned assets supervision culture as an example, the province's state-owned assets supervision culture implementation status analysis, summarize the duties and responsibilities of the party and the government departments of state-owned assets supervision culture, analyses the problems and reasons existing in the province of state-owned cultural assets, and learn from the advanced practice in Zhejiang, Shanxi, Beijing and other places, their views and suggestions to further promote the culture of state-owned assets supervision put forward,from the perspective of public management thinking to solve the problem. That is to establish a comprehensive and strict supervision concept, to establish and improve the regulatory system of state-owned cultural assets, to improve the regulatory laws and regulations and innovative management tools. In order to provide reference for further strengthening the supervision of state-owned cultural assets.
