This paper from the three aspects of the first half of the twentieth Century Russian(Soviet Union),the United States,the Canadian Arctic development policy,the first part introduces the economic background of the development of natural conditions in the Arctic region and the Arctic,the Arctic region describes geographical environment situation and the human early Arctic exploration,also give a brief summary of Russia(Soviet Union),economic the development background of the United States,the Canadian arctic.The second part analyzes the Russian Arctic development policy and economic development in the first half of twentieth Century.This paper describes the economic development policies and implementation of the Arctic region in Russia,summarizes the early Arctic policy and development activities in Canada and the United States,including the United States and Canada northwest channel dispute.The third part analysis of the first half of the twentieth Century Russian(Soviet Union),the United States,the Canadian Arctic policy and economic development cooperation activities,summing up the above three Arctic policy and economic development activities in the second half of the twentieth Century International Arctic development impact.
