In recent years,with the rapid development of economy and the speed-up of globalization,domestic demands for the quality and quantity of medical institutions and facilities become increasingly pronounced in China.However,because of the increasing stress of fiscal expenditure for the government,these demands can be hardly satisfied with the government's effort alone.Thus,the construction and operation of medical projects begin to apply the PPP pattern in China.Nevertheless,we have found that many existed risk factors can hamper the favorable proceeding of PPP medical projects,even may lead to the failure of the projects.Therefore,it is significant to identify and evaluate risk factors for the successful proceeding of PPP medical projects and the fulfillment of domestic medical demands.On the basis of integrating and concluding relevant literature at home and abroad,this paper summarized the concepts of the PPP patterns as well as the operational patterns and risks of PPP medical projects.Combining with management theories of project risks and based on the characteristics of medical project risks and the national conditions of China,this paper enumerated a list of risks of PPP medical projects,which included political risks,economic risks,force majeure risks,financing risks,construction risks,operational risks and cooperation risks,in different operational patterns through literature analysis method and questionnaire survey.And then on this basis,the risk evaluation systems of PPP medical projects in various operational patterns were built according to analytic hierarchy process,and the weight of every risk factor was calculated by questionnaire survey.Afterwords,through picking the second-phase PPP project in the eastern affiliate of SL hospital as a case,which was scored by invited experts in related fields according to the risk list,the result showed that this project should be valued from four respects——financing risks,operational risks,cooperation risks and political risks.Meanwhile,pertinent countermeasures and suggestions were provided in this paper.
