Development Of A Quality Assessment Scale For Pharmacoeconomic Evaluation

BackgroundPharmacoeconomics can effectively improve and increase the efficiency of the allocation and utilization of pharmaceutical resources.It is highly valued by more countries and regions and has become more widely used.Although the research and application of pharmacoeconomics has been in the world for decades,it has been started and applied late in China,there are still some problems in research quality.It is urgent to further evaluate and standardize the quality of pharmacoeconomics research.At present,more than 20 countries have issued guidelines for the evaluation of pharmacoeconomics,some institutions or scholars have developed different types of economic research quality assessment scales.But different scale scope is not consistent,quality assessment standards are difficult to apply,and the evaluation results are difficult to quantify.Therefore,it is necessary to develop a comprehensive and objective quality assessment scale for the evaluation of pharmacoeconomics.ObjectiveApplication of scientific and objective research methods to compile quality evaluation scales for pharmacoeconomics evaluation,can provide quantifiable tools for quality evaluation of pharmacoeconomics assessment,and improve the operability of quality assessment.Meanwhlie,it can enhance the scientific quality and comparability of pharmacoeconomics evaluation,and provide the reference for the related decision.MethodApply literature research method to consult and learn from domestic and foreign research on the quality evaluation methods of pharmacoeconomics and related quality assessment scales,referring to pharmacoeconomics guidelines,to understand research status of quality of pharmacoeconomics evaluations,constructs the theoretical framework of quality assessment,and establishes a preliminary index system.The Delphi method and the boundary value method were used to select and optimize the items to form the quality assessment scale of the pharmacoeconomics evaluation.Application of empirical analysis method.To assess the quality of the published pharmacoeconomics research in the country can understand the quality of domestic pharmacoeconomics research,and to explore the problems in the study of pharmacoeconomics.ResultsThe experts' positive coefficients of three-wheeled Delphi method were 100%,95%and 90%respectively,and the coefficient of expert authority is 0.79,which indicates that the enthusiasm and authority of experts are better.The results show that in the first round Delphi method,1 entry was deleted from the first-level indicator,5 entries were deleted and 2 entries were added from the second-level indicator,10 entries were deleted and 17 entries were added from the third-level indicator.In the second round Delphi method,4 entries were deleted from the second-level indicator,17 entries were deleted and 2 entries were added from the third-level indicator.In the third round Delphi method,2 entries were deleted and 1 entry were added from the second-level indicator,3 entries were deleted and 1 entry were added from the third-level indicator.The final Pharmacoeconomics Evaluation Quality Assessment Scale(1.0 edition)has 5 first-level indicators,25 second-level indicators and 56 third-level indicators.The validity of the scale were evaluated.The score correlation coefficient between the scale and CHEER list was 0.823,P<0.000,indicating that the standard correlation validity between the scales was good.In the empirical analysis,a preliminary assessment of domestic published journal articles from 2017 to 2018 was conducted using the scale developed to understand the current status of domestic pharmacoeconomics evaluations and to find some common problems in pharmacoeconomics research.Make corresponding suggestions.ConclusionThe preliminary evaluation of the Pharmacoeconomics Evaluation Quality Assessment Scale has proved that the scale has acceptable reliability and validity,which can provide quantifiable tools for the quality assessment of the pharmacoeconomics evaluation and improve the operability of quality assessment.
