Firstly, the background and significance of the topics discussed, investigated the status quo of the domestic and foreign medical insurance; and then introduced the related theory of medical insurance for urban residents and related concepts used in this paper and its application in the field of medical insurance; the next is to establish the medical insurance system for urban residents in Jiamusi City, the background, process and the system framework is introduced, at the same time in the evaluation of the current system of the body; then there is the medical insurance for urban residents in Jiamusi existing financing problems were analyzed, and expounds the concrete manifestation in the process of policy implementation; and then combined with the introduction and analysis of the front and combined with the specific situation of Jiamusi City, put forward the perfect mode of financing measures and suggestions of medical insurance for urban residents in Jiamusi city. In the conclusion of this paper, elaborates the research conclusion, points out the limitations and the research direction of this article.
