Analysis On The Application Mode Of Contract Water Saving Management In Shuangyashan People's Hospital

In 2014,Comrade Xi Jinping put forward several important principles that must be adhered to in the new era of water control work: water saving priority,space balance,system management,and two hand efforts.It pointed out the direction for the current water conservancy work and made clear the train of thought.In order to fully implement the current guidelines for water control wo rk putting forward by Comrade Xi Jinping,the Ministry of Wa ter Resources Comprehensive Affairs Bureau set up water saving management of contract m arket mechanism based on this guideline,and constantly optimized this mechanism and popularized it in practice.The implementation of water saving management of contract measures is the specific practice path of “water saving priority and two hands driving” in the market.It is a useful exploration for deepening the innovation of water m anagement system and mechanism,and also an i mportant content of deepening water conservancy reform.On the basis of com bing the relevant theories,relevant m ethods and related applications of water saving m anagement of contract,the application mode is analyzed and applied to Shuangyashan People's Hospital.Results show that the standard system of water saving management of contract of Shuangyashan People's Hospital includes 3 firs t level systems,9 second level system s and 37 third level system.The typical mode of water saving benefit sharing is chosen as the contract water saving m anagement application mode of the hospital,and water saving management of contract opera tion mechanism framework based on the “government + market +industry self-regulation organization” is constructed to analyze the application m ode.The project inve stment 3 m illion 150 thousan d yuan,ann ual consumption of 200 thousand tons,the contract period is 8 years.In the first 4 years,the investment in the project was paid with the cost of water saving,and it was divided into the agreed proportion in the last 4 years.The successful implementation of the project is a successful example of contract s aving in Heilongjiang Province.I t will play an exemplary and lead ing role for the com prehensive promotion of water saving management of contract in Heilongjiang.
