| Disaster size is the development of flood control,rescue and disaster relief programs,organizations,post-disaster reconstruction,the implementation of flood insurance,calculation of flood control project benefits and other important basis.Only a comprehensive,accurate,timely and scientific evaluation of floods and disasters can make the other parts of the disaster reduction system project targeted to maximize the effectiveness of disaster reduction systems engineering and reduce flood losses.Therefore,disaster assessment,as an important part of flood control and disaster mitigation,has always been a focus of non-engineering flood control research.In recent years,with the continuous deepening of the national water information work for disaster assessment work has provided support.How to use the basic data to quantify the severity of the flood disaster and improve the objectivity and accuracy of the disaster assessment is an urgent problem to be solved in the current disaster assessment work in China,which is also the focus of this research.Based on the current system and normative flood disaster assessment standard,the paper first evaluates the flood disaster in the Songhua River and Nenjiang River basins in Heilongjiang Province in 2013,and compares the flood disaster severity to the flood disaster assessment Methods and effects.Then,based on the statistical data of the main flood disasters in Heilongjiang Province in 2015,the following conclusions are drawn:The result of evaluation shows that the main flood disaster rank of Heilongjiang Province in 2015 is general flood and waterlog disaster. |
