Research On The Reform Of Water Resources Management System In Yan'an City

Along with the rapid economic development of Yanan City, There are some problems in the water resource of Yanan City, such as the imbalance between supply and demand of water resources, water efficiency is not high, the deterioration of water environment and the water resources management system is not perfect. These problems will undoubtedly bring some trouble for sustainable economic and social development in Yanan city. Therefore, the research on the water resources management system in Yanan has important practical and theoretical significance on improving the imbalance between water supply and demand in Yanan and solving the problem of water resource management system.This paper takes the water resources management of Yanan city as the research object.And it started from the basic situation of Yanan city and the development of water resources utilization to analysis the current situation of water resources management in Yanan city. The results show that the supply and demand of water resources in Yanan city on the surface is in balance, but the balance is a kind of surface subject to balance the demand and supply, in fact Yanan the city's per capita consumption is very low, accounting for only 1/4 of the national per capita consumption. On this basis, this paper expounds the existing Yanan city water resources management problems in the process, including the use of water resources related measures are not perfect, not realizing the integration of water affairs, water resources management system implementation difficulties and the utilization efficiency of water resources. Aiming at the problem, this paper considers the problem of reason is that investment management quality needs to be improved, the lack of awareness of water crisis, lack of research system to develop water resources management, lack of funds and the utilization of water resources is lack of overall planning. Finally based on the above analysis, combined with the specific situation of water resources in Yanan City, this paper puts forward suggestions from six aspects:development of water resources management strategy;perfect the system of water resources management; improve the quality of personnel; perfect water resources management mechanism; increase investment in water resources management; Cultivation of public awareness of water conservation. The research results have good practice and theoretical significance for the operation of water resources management in Yanan city.The Abstract Part consists of both the Chinese abstract and the English abstract.
