Climate change is already one of the environmental concerns of the world's people today.The greenhouse effect brought by the rising of the temperature has become the hidden danger of human survival and development,and it is urgent to control the carbon dioxide emissions.As the world's second largest economic development,China's carbon dioxide emissions have leapt to the world first,in order to ensure long-term stable operation of economic society,we must pay attention to carbon dioxide emissions and take effective measures to strictly control it.As an important task during the "13th Five-Year Plan" period,energy conservation and emission reduction has become a major strategic measure to measure the economic development of various provinces and cities in various provinces and regions.It has also become an important measure to measure the comprehensive strength of various regions.In order to rationally and effectively achieve the goal of energy conservation and emission reduction in China,it is necessary to clear the respective emission reduction capacity according to the situation of regional economic development and adopt targeted emission reduction targets and measures to achieve efficient energy saving and emission reduction efficiency.Therefore,it is necessary to sub-regional measures to reduce emissions,according to local conditions to develop appropriate emission reduction policies,the rational development of emission reduction strategies and methods.The western region as the mainstay of China's economic development,in the development of the economy at the same time shoulder the task of reducing emissions.How to complete the emission reduction targets at the same time do not hinder the development of the economy,which is now in urgent need to overcome the western region of the problem.In this study,the carbon emission reduction capacity of the western provinces was evaluated by the evaluation of the carbon emission reduction capacity in the western provinces and autonomous regions.First,the carbon emission reduction capacity of the western regions was judged by the level of carbon abatement capacity and the trend of change.This paper analyzes the differences of carbon emission reduction capacity in western provinces and cities,and points out the key emission reduction capacity of different provinces and cities and the direction of future development and emission reduction capacity.In order to achieve these two objectives,this paper based on the comprehensive consideration of the western provinces and cities in the economic development and carbon dioxide emissions on the basis of the status of the western provinces and cities based on the relevant data from 2004 to 2014,the use of comprehensive evaluation model analysis of the western region of carbon emission reduction capacity,And comparative analysis of the provincial and municipal emission reduction focus,with a view to the western provinces and cities in the late implementation of carbon emission reduction path and strategy.Based on the previous research results,this paper summarizes the main factors that affect the carbon emission reduction.Based on this,the carbon emission reduction capability evaluation index system is constructed,which includes economic emission reduction,structural adjustment,technological transformation and carbon uptake And then use the principal component analysis method to compare the four levels of emission reduction capacity from the analysis of the reduction of the capacity of the four reductions in the western regions by using the entropy method to calculate the comprehensive capacity of the western provinces and cities.Row capacity difference,to find out the regional differences in emission reduction capacity;Finally,according to the results of empirical analysis of emission reduction capacity to propose the corresponding emission reduction strategy.The results of this paper are as follows:(1)The carbon emission reduction capacity in the western region is lower than the whole,but the comprehensive capacity of carbon emission reduction in Sichuan and Shaanxi provinces is the highest,Inner Mongolia belongs to high level,Yunnan and Guangxi are middle level,(2)Sichuan and Shaanxi through the upgrading of industrial structure and technological innovation to achieve a higher level of carbon emission reduction capacity,the western region is still at a lower level of technology;(3)the reduction of environmental protection in southern China,(4)The potential of the carbon sinks in the western region is large:the resources of the Inner Mongolia and Qinghai forest grassland are the strongest,and the wind power and light energy resources are abundant in the northwest region.Rich,can develop grassland carbon sink market;Guangxi,Yunnan,Sichuan,Shaanxi and other places have a higher forest coverage,can develop forest carbon sink market...
