Research On Cost Control Of UW Sewage Treatment Plant Upgrading Project

An accurate estimation of the project expense and a scientific cost control plan are important factors for cutting down project expenses and increasing investment benefits.By analyzing objectively emerged cost control problems during an upgrading and reconstruction project of UW WWTP(Abb.Waste Water Treatment Plant),using fundamental theories of project cost control,literature analysis methods,field survey methods and comparative methods,this article proposes some solutions and advices for the problems of project cost control.The first part presents the context and the importance of the cost control study,and the research methods and technical route,which are established based on the study of domestic and oversea literatures about project cost control.The second part defines some concepts,and introduces the treatment process of WWTP,project cost control processes and methods.The third part is the core of this article: project cost analysis of upgrading and reconstruction of UW WWTP,and the design and implementation of cost control plan.The final part is a summary of key factors of good cost control during the project construction.The principles of cost reduction,overall cost control,dynamic control,the combination of duty,power and benefit;cost consciousness of the whole personnel of the project;a cost control system,including the cost control plan,periodic targets and performance check of cost control for the responsible;a sound internal control system,i.e.a site inspection system,responsibility regulations of cost control,a cost analyzing system,an independent accounting system and so on,which is in accordance with effective cost management,reasonable job settings and increased work efficiency.By optimizing the design of WWTP and construction arrangements and methods,a WWTP project construction can be of less capital input and more benefits output,with maximum investment interests.
